Biography

Dr. Shahjahan Mahmood (Senior Secretary) comes with an experience of 24 years in the field of Communication Engineering, Corporate Governance, Acquisition Process, Technical Management, Policy Formulation and Implementation. Currently, he is working as the Chairman of Bangladesh Satellite Company Limited (BSCL) from 12 July, 2018. Before joining this position, he worked as the Chairman of Bangladesh Telecommunication Regulatory Commission (BTRC) from October, 2015 to May, 2018.

From 2012 to 2015, he was the Software Lead and then a Systems Engineer in the Program Office for the Acquisition and Modernization of a Surveillance System at US Marine Corps at Quantico Marine Base, VA, USA, From 2004 to 2012, he worked at the Naval Surface Warfare Center (NSWC), Indian Head, MD, USA on a wide variety of problems, such as safety analysis of weapons, health monitoring of solid propellant rockets, information assurance of computer networks.

Before joining NSWC, he worked for 4 years at the Naval Research Lab, Washington, DC as a Systems Engineer in Electronic Warfare Branch and another 4 years at the Naval Air Warfare Center, Aircraft Division (NAWCAD), Patuxent River, MD in the Simulation and Stimulation Branch developing software for simulating IR and UAV sensors on aircrafts.

He graduated from Bangladesh University of Engineering & Technology (BUET), Dhaka earning a degree B.Sc. Engineering (Electrical). He obtained an M.S/ degree in Operations Research from Massachusetts Institute of Technology (MIT), Cambridge, MA with a major in Communication Engineering and a Ph.D. Degree in Systems Engineering from the same school. He taught graduate level courses in Stochastic Processes as an Adjunct Faculty for 3 years at the Florida Institute of Technology, Pax River Campus, MD. He has presented research papers and chaired many sessions on Structural Health Monitoring in conferences held at Stanford University, Tokyo, Spain, Italy, UK and other countries.

 


Title: Introduction to Bangabandhu Satellite -1 and Satellite Technology.

Abstract:

On 12th May 2018, Bangladesh joined the elite club of satellite owner countries by launching country’s first geostationary communication satellite, Bangabandhu Satelllite-1 (BS-1) which is a bold & epic initiative by the Honorable Prime Minister Sheikh Hasina to build the Digital Bangladesh in line with the dream of the Father of the nation, Banganbandhu Sheikh Mujibur Rahman’s “Golden Bangladesh”.

Bangladesh, though rich in terrestrial optical fiber connectivity and terrestrial microwave links, had the demand of satellite communication service ; specially in broadcasting sector and in providing communication services in the remote area where reaching through fiber is hard.

Bangladesh Satellite Company (BSCL) is the state owned only satellite operator of Bangladesh under the Post and Telecommunications Division of Bangladesh who is responsible for the R&D, operation, maintenance and commercialization of the Satellites of Bangladesh.

In June 1975, the Father of our nation, Bangabandhu Sheikh Mujibur Rahman inaugurated Betbunia Satellite Earth Station and thus pioneering the advanced tele-communication between Bangladesh and rest of the world. To make the dream of Digital Bangladesh come true, our present government, led by Honorable Prime Minister Sheikh Hasina, decided to have our own satellite in the outer space to be self-Independent on satellite Sector like other sectors and this contributed in building the “Digital Bangladesh”. Besides, BSCL working on to achieve SDG goals to enrich the economy and overall development of the Country which will contribute to global development.

With the success of BS-1, Bangladesh is thinking of having more satellites to provide wide range of satellite based services. The election manifesto of the present government has the announcement to launch the second satellite in the country. Accordingly, BSCL is also working to launch of the next satellite of the country. The execution to determine the type of functionality of the next satellites(s) of Bangladesh is going on.

This presentation will reflect, the basics of satellite communication, related technology (frequency, uplink, signal processing etc.) and Bangabandhu Satellite -1 along with a brief overview on the activities of BSCL.
